did you obtain that software directly from the maker, here:

I had no trouble installing or running it when obtained directly from that site.

Yes, it DOES MATTER what program you are trying to install. Some programs are compatible with that computer and that operating system, and some are not. The procedure for installing third-party applications also can vary from one application to another.
If you do not provide any information, you are asking us to blindly guess at any number of possible causes – and that's a fool's errand when there is no need for it.
Hi The program is "AIRY" and it is a YouTube downloader for MAC,s. The computer has a restriction on programs that apple thinks are possible virus type programs but this one is OK but the restriction that apple has on this computer stops me from loading it.

If the copy from the vendor site doesn't trigger any security warnings, I'd be very reluctant to install whatever copy you found elsewhere that did.
The vendor site says
"Airy provides two free downloads of YouTube videos or music in MP3 format. After that, a license key is required to be able to use all YouTube downloader Mac features to the full extent."
Were you downloading it from some other site that promised a "cracked" version that wouldn't cost you anything?!? If so, be aware that pirated / cracked software is a very popular vector for the distribution of malware.
