I’m wanting to purchase a phone cover for my iPhone 13 Max Pro. I would like to get one with a credit card holder however, the mechanism for my phones plug-in is broken. Can I charge my iPhone on a table top charger without taking my phone out of the cover each time?

If you have one of those wallets that stick to the back of your iPhone's case, to charge your iPhone you'll have to take off the case. Credit card holders are too thick to wirelessly charge through it, and you can't just take it off and put it back on. Eventually it won't stick anymore. So the short answer is no.
But if you purchase a MagSafe Wallet, which Apple does sell, you can snap it into place and take it off easily to charge, which is magnetic. Keep in mind this will require a MagSafe case.
