BF Find My Location Moves Around A lot and Fast

My bf and I share our locations. I also share locations with my kids. Anytime I check their locations, I can always see a pinpoint site. My bf location, however, mostly shows as an approximate and jumps around quickly from point to point. He denies moving but during these times I’m mostly unable to reach him, or get a response. How can I tell if he is using gps spoofer? Or why doesn’t his location show as well as my kids?
