I've tried multiple solution on the net but the problem persist, I run my Netflix on safari while amazon prime video & Youtube full screen works just fine. There would be flicker or playback sometimes.

Try a different browser and compare your results...this would be telling.

rule out filters:
>System Settings>
WiFi, details and set private wifi to none
uncheck limit ip address tracking
Turn OFF firewall if you have that on.
