The app store keeps buffering on mac mini m4. Bought it a few days ago. Don't know why. Internet is stable. Memory is not an issue

No issues with Apple Apps Store here using a M4 Mac Mini with Sequoia 15.4
Actually, also using a M3 machine and a M2 Mac Mini also with Sequoia 15.4
Still no " Buffering " from the Apple Apps Store
Restart in Safe Mode.
Does the issue " Buffering " present in this mode ?
