I have had several macs previously where the power plug can be replaced just by replacing the corner piece of the converter block.
i recently got the 2024 mac mini (USA power plug) which does not seem to offer this option. do i need to buy a new power cable in EU in order to use my mac mini over there?

You could also use an appropriate moulded power cord set. These are standard items, and should be locally available. The power cord end going to the computer would have an IEC C7 connector. The other power cord end would usually be a Type C mains Europlug (or another mains plug, depending on the country you visit).
