Creation of a new Admin Account in MacBook Pro

I run High Sierra and macOS 10.13.6 but have inadvertently deleted the Admin Account. This prevents me from downloading many applications or upgrading apps like Skype. I want to know how a fresh Admin Account may be created. I would also like to not lose data already on the system.

You should not have been able to delete the only admin account on the Mac. That action should have been disallowed. If in fact there is no longer an admin account then you will have to reinstall macOS one way or another, probably from recovery mode.


First, you should visit System Preferences > Users & Groups to confirm whether an admin account exists or not on the computer.


Restart the Mac in recovery mode and see what the status is of any user accounts still available. One of them must be an admin account.


FYI, simply reinstalling macOS will not delete your user files.

Apologies.

I meant to suggest that you restart the Mac in Safe mode and check the status of any current user accounts, not recovery mode. How to use safe mode on your Mac - Apple Support 


Safe mode will often correct weird software behavior by forcing the OS to do disk repair, clear caches and other housekeeping and temporarily disables third-party mods.


Can you administer the computer while in Safe mode?


You can exit safe mode by restarting your Mac normally, then reevaluate the problem.

While fixing a problem with the HDD that rendered the screen black, the technician changed the admin account credentials. I tried to change it back to the earlier one through "Users & Groups" feature on System Preference. I did the change but discovered that the changed credentials was registered as a standard user, not an admin user. I use this standard user credentials to enter the MacBook Pro after powering on the system. So now no admin account and this prevents me from performing software updates etc
