When I make an outbound call, there is dead silence until either the person picks up (I hear them fine) or it goes to voicemail (I hear the message fine). However, the actual sound of their phone ringing is no longer heard. This is annoying. How do I fix it?

The sound that you would have heard is generated by the carrier. It has been reported that many of the carriers have stopped providing that, so you wouldn't be hearing it. Nothing that you can do and there is no settings for that.
This is usually a carrier issue, nothing can be done in your end for this.
