iMac, OS 15.4; Photoshop v26.5: Using the Info panel to change to Photoshop when opening a jpeg file, and also selecting the "Change All" button to open all jpeg files in Photoshop, the selected app reverts to its previous named app, such as Lightroom or Preview! I've read many complaints about this already from other Photoshop users. How can this be fixed?

Give this a try: boot into Safe Mode according to How to use safe mode on your Mac and change the default app to PS and click on the Change All button andsee if the problem persists. Reboot normally and test again.
NOTE 1: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following;
• Verifies your startup disk and attempts to repair directory issues, if needed
• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)
• Prevents Startup Items and Login Items from opening automatically
• Disables user-installed fonts
• Deletes font caches, kernel cache, and other system cache files
NOTE 2: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will insure a successful boot into Safe Mode.

Yes, Photoshop does show up. I also use Affinity and don't have the problem with it. In fact, I've tested with multiple files with multiple apps and it is only with the latest Photoshop update that it happens. My solution, per Adobe support, was to download the current Photoshop Beta version, which solves the problem. I'll just use the beta for now.
If you ctrl-click on the JPEG icon, does Photoshop appear in the Open With… submenu?
I don't own Photoshop, so can't check myself. If it doesn't appear in that menu, then Adobe hasn't made macOS aware that Photoshop can handle JPEGs.
I don't have any problem changing all to Affinity Photo 2.
