How can I fix App Store Terms and Conditions issues?

I'm trying to login to app store, but after clicking to review it shows one more screen where I agee on terms & Conditions but after clicking nothing happens and I can't click again also.

Can’t accept new iCloud Terms and Conditions In Settings, I have an item saying that there are new iCloud terms and conditions to accept. When I accept these conditions, there is a pause and it loops back to the same screen and the “new terms and conditions” statement never goes away. it’s as if something isn’t accepting my acceptance of the terms and conditions. this is becoming very frustrating!

Log out of the App Store, then log back in.

Now try clicking Agree again at Terms & Conditions.
