Unable to change my iCloud profile photo on my iPhone

Ive been trying to change my pfp for a while and i keep saving it but it doesn't work and i used to be able to change it. it is feb 2025 and ive been trying to change it since oct 2024 so it wont just work if i reset my iPhone i've tried on ALL my devices. apple i need to change my picture its really bad and the kids at school are MEAN
