Will people be able to access my stuff if I delete my iCloud off Of my phone?

If I remove something from my iCloud through another device without having the removed device with me, will the iCloud delete from that phone or will it just sign out of it and not affect my apps? And if so, how can I factory reset one of my old phones without having a hold of it?
