Re: "Unable to review and accept new iCloud terms & conditions for over a year"

The way I understand it, only those with up-to-date iOS versions are able to accept the new T & C.

See: If you can't accept iCloud Terms and Conditions - Apple Support

Yet Apple allowed /still allows those with earlier software versions to continue their use of iCloud.

Some of the newer iCloud features also require up-to-date software / security. The article:

System requirements for iCloud - Apple Support shows which features can be used by which iOS. versions

(Eg: To use iCloud you need at least iOS 10 on iPhone 5)

Seems there should be nothing stopping you ?

Eg: What to do: If you can't connect or sign in to iCloud - Apple Support

How to use iCloud online: Sign in and use iCloud.com - Apple Support

How to: Check your iCloud storage on any device - Apple Support

________

Resource: iCloud User Guide - Apple Support

Else: If more help / support is needed: You can contact iCloud Support:
