how to restore notes i deleted notes in icloud thought they would stay on the phone and i go in and they are not there there were very important notes help what should i do?

Open the Notes app on your iPhone. Tap "<Folders" in the upper left. Check the Recently Deleted folder.

Check Settings > Apps > Notes > Notes Accounts.
When you tapped "<Folders" in the first step, did "iCloud" appear anywhere on that resulting display? Did sone other account appear there (in the upper left)?
it's completely empty, there are no notes and there are no recently deleted folders either
