Yesterday I downloaded something from Safari and then deleted it but even after deleting it my iCloud storage is not getting used up and iCloud is taking up only 38GB of iPhone storage and when I go into iCloud I cannot see any file or anything there.

iCloud storage didn’t decrease because the Safari download was likely saved locally, not to iCloud Drive. Deleting it frees up iPhone storage, not iCloud. iCloud storage is only used by backups, iCloud Photos, Drive, etc.
