Why does my partner's Find My app show my location as home when I leave iPhone at home and walk with Apple Watch Ultra?

I have factory reset the watch ultra, checked all the correct settings are enabled on both iPhone and watch. Cellular is working and when walking the watch displays where it is located within maps app on watch. My partner only sees my location as home in Find My app. The only way I have been able to somehow get it to work is to turn off my iPhone before leaving which is pointless. If I go hiking and leave my iPhone in the car and only take my watch ultra. If I were to pass out and not trigger the SOS feature. My wife will only see where my iPhone is and not where I am with the watch. This negates the whole Find my safety aspect. Has anyone figured this out? Is it an OS issue, an issue with Find My servers? I am now at 3 support people who to date have not figured this out.
