How to enable Clock app always on display in iPhone when plugged in?

I believe that you may be referring to Standby Mode. See the instructions here for that while the iPhone is charging at night. Towards the bottom of the page it tells you the setting to have it on so that you can always see it. Use StandBy to view information at a distance while iPhone is charging - Apple Support

The following models support Always on Display:

14 Pro/14 Pro Max

15 Pro/15 Pro Max

16 Pro/16 Pro Max

If you don't own of of the above phones, you can't use Always on.
