I purchased a gift card for a friend and they never received it. I've tried to track the card but the progress bar has been in the same place for ours. What should I do? I tried to access chat and had no luck

Seems you can resend a gift card purchased from Apple if the recipient didn't receive it
You might want to check first that the address you use is the correct one.
