And what happened when you followed the instructions in the message you see on the screen? It looks pretty clear what you need to do.
If you do not want to go that route, then add a different payment method and see what happens. You may be required to have a credit card for purchases, even with an Apple Account balance. Any purchase would first come from the Apple Account balance and the card would only be charged if there was not enough money available.
