This is the first time I have read that. I don't think it is a matter of an app not actually working or starting, but instead the service to which it is trying to connect is not available. A bit like the difference between my car not starting at all because of an engine problem, and my car not starting because there's no gas. My car works but it won't run because there is no gas.

@retireD62 You may wish to read what Apple actually has to say about the things posted already.

• Many years ago Apple used to have a 90 day wait period between country changes but I can now only find mention of a 90 day period if you are instead trying to change account on a device.
• The support article Change your Apple Account country or region - Apple Support describes how to change your country setting on everything using your Apple Account, and the requirements and results of doing this. --> "Redownload your apps, music, movies, TV shows, and books on any devices that you might use to play or read them in the future. Some types of content might not be available in your new country or region. (Learn what types of content and services are available in your new country or region. - Availability of Apple Media Services - Apple Support )" If you go back to your old country, purchases made there should still be available.

You can log out and back in, but will be prompted for the other Apple Account when updating the application, and may encounter a 90-day waiting period when redownloading content from the other.
