safari 26, location services not working.

I'll use Tim Hortons' site for this question, but the issue is similar across other sites.

when I open Timmie's menu, it asks me to share my location.

and when I click the "share my location" button, I get this:

so I checked my system settings. both location services and safari are chosen.

and in safari settings > websites > location, the websites I want are all set to "allow".

am I missing something? or is this a bug?
