Preview App unable to display Pdf document with layers.

So I was facing this issue from a very long time that eCAS generated from CDSL websites were being opened with jumbled text and I was unable to read them on my Mac with Preview App. I never wanted to download Adobe Reader to view the file. After lot of internet search I have come to the conclusion that Preview App is unable to view this file and can only be opened correctly with Adobe Reader. After installing Adobe Reader the file is being displayed correctly. I want to ask the community and conform whether this is a known issue with Preview App? Please see snapshots of the file in both Preview and Adobe Reader. I don't want to use Adobe and want to continue with preview App but this issue seems to be messed up.
