My Control Center customization is lost after restarting/shut the Mac

After rearranging items in Control Center, everything reverts back to the default layout after I restart or shut down my mac m4 pro.

I’m not sure if this is a bug or expected behavior. Has anyone else experienced this issue?

For me it doesn't even require a restart/sleep. If I just wait ~30 minutes, it will revert back to the default arrangement and controls.
