Holding down camera control button causes black screen

I have a new iPhone 17 pro max. When I hold down the camera control button, instead of visual intelligence launching, a black/blank screen appears. I can swipe up from the bottom and get rid of it or I can swipe up as if I’m switching apps and it appears there as a blank siri app. Why? Why doesn’t visual intelligence launch? Yes, it and Apple Intelligence are turned on.
