Sorry but no. The iPhone does not do that. But this workaround may be helpful. You can set up a person's iPhone to share their activity with you. At that point, you would have to keep an eye on it to watch for prolonged inactivity.

Another thought ... if the person in question has an Apple Watch, it can be set up to contact emergency services, then you (as the emergency contact) if a serious fall occurs.
