Lost all tab groups and bookmarks

I upgraded my iPhone 12 Pro Max to an iPhone 16 Plus today. My iPhone 13 is running 18.6.2, my iPhone 16 is running 26.0. After transferring my data over to my new phone all of my tab groups have completely disappeared along with their bookmarks. The tabs and bookmarks that were in my ungrouped tabs are still there. They are not showing up in recently deleted or my iCloud. I had a lot of bookmarks and some of them I cannot access without a bookmark. How can I recover my missing bookmarks?
