Downloading Apple Music playlists on Apple Watch Series 10

I have an apple watch series 10. I also have an android ( Lenovo ) tablet. I have apple music in both devices. I have had no problem downloading a playlist on my tablet, which I can play on my watch with cell service. I have songs that are downloaded on my tablet, but I cant figure out how to download on my watch. I have no problem playing music in general, but I have no Internet at the bus stop so I cant listen to anything but the songs I have downloaded right now ( they are all from the Hamilton musical). I have tried powering off my watch, checked my storage and I have plenty. I don't know what to do
