IMO, stop using the device and definitely do not plug it into the charger. It could be a fire hazard.

Unfortunately, if it is out of warranty, it is out of warranty. There is nothing we, as fellow users, can do to help you except advise you NOT to use the device.

Yes, receiving a slight shock or tingling sensation while charging generally has two causes. One is static electricity which can be common during winter or when humidity is very low.

The second is a little more cause for alarm. When current leaks onto the ground it can cause a tingling sensation when touching your device. This is generally the result of a bad electrical out in your home/office etc. A licensed electrician should be called.

It could be caused by a bad cable or charger etc. You can test the accessories in another location to eliminate the outlet being a possible cause. Try a different cable and charger and see what happens.

Once the charging issue is resolved, we can pursue the stuck button issue.

You need to have Apple perform diagnostics on your iPhone. It can be done in person at an Apple Retail Store or at an Apple Authorized Service Provider. You can also contact Apple Support and request remote diagnostics.

you are, I think in a 240V area where tingling whilst running a finger along the metal is commonplace. Genuine iPhone chargers are unearthed 2 pin design which means they may be at a slightly different potential than yourself

An electric shock is something different and would cause you to drop the device, or fall over.
