Always? No. For supported MFP devices AirPrint works with scanners, too.

I have not installed any software or drivers for my HP OfficeJet Pro 8740 at home or the Xerox MFP (don't know the model offhand), yet scanning via Image Capture works fine from those devices to two different Macs. Supports document feeders, double-sided scanning, etc.

However, the OP's HP printer is NOT on Apple's list of AirPrint-compatible devices.

How are you accessing the scanner? Does it show up in the Applications > Image Capture app?
