Pending Apple Account purchases preventing App Store usage

I have pending purchases on my apple account which have been pending for over a month. This is preventing me from using App Store. From what I gather from the community apple would like me to pay for the purchases I did not mean to make and then request a refund. I would like the actual solution. I do not want to pay.
