My debit card isnt working on my Apple watch

recently, a lot of egyptian banks allowed apple pay after a long time, I just set it up, but everytime I try to put my debit card on my apple watch it takes 4-9 minutes, and then it shows an error, I dont know if this is either because maybe my bank doesnt allow for apple watches to have apple pay (for some reason) or because my apple watch is a bit outdated.
