unable to turn off document and desktop sync for iCloud drive

I am trying to Turn OFF iCloud Drive syncing of Documents and Desktop, but it swirls/thinks for a while then stays On.

How can I turn it off??

I'm assuming it is related to me deleting/moving files about on iCloud drive.

Presently, my local desktop and documents folders are empty. Everything is stored on iCloud Drive, but NOT in the desktop/documents folder. The Desktop and Documents folders on Drive are also empty, except for a folder in the iCloud Documents title "XYZ's Documents".

I want to turn off syncing, then copy everything from Drive over onto my local desktop/documents.
