Apple Music off-line will no work

When I download music I listen to the off-line because it’s downloaded but then I have an issue where my music specific song I want won’t play I we for fast forward it then it just resets to 00 time or place at specific time not right at the start Please do you know why this is happening because I don’t need Wi-Fi to play downloaded music because I think that shouldn’t be the case
