Unlocking Activation Locked Apple Watch purchased from a government auction site

This government auction site is a legitimate site and recognized with BBB. Government agencies like police departments education department etc auction stuff off. Like vehicles and laboratory equipment and normal consumers goods. The watch is user locked and I won’t buy it if I won’t be able to use it. I know usually you can’t get past the user lock but in this case where no one owns the watch but it has a user lock would Apple help me get it off so I can use it with my iPhone?

From Apple’s activation lock support page previously linked:


Proof of ownership must include the product serial number, IMEI or MEID


Without getting into the legalities of what contitutes “Title” … you simply will not have THE info Apple explicitly requires on the original proof of purchase.
