cannot use my apple pay or get apps from apple store on Mac

I cannot install apps from the apple store, or use apple pay on my new Mac mini.

I have tried signing in and out, and it asks for magic keyboard which I have conected and working but it doesn't find it.

I have allow Mac enabled on my iphone apple pay settings.

Any ideas.
