has your Mac Pro late 2013 model recently been off power? such as being moved form one outlet to another, or disconnected or stored for a while?

Your Mac contains an always-on power supply, used to maintain parameters and also provide power for the power-up logic. if it has been off power, the PRAM backup battery may have been forced into service, and can eventually be run below the 3.00 Volts and become ineffective at keeping corruption out of the parameter RAM.

The "fix" for OTHER desktop Macs is to replace the readily-accessible 3 volt non-recharging coin cell battery.

BUT: On your model Mac Pro, it requires a 32-step teardown to measure or replace that battery. A readily available CR2032 (used in garage door opener control and car-key fobs) can be substituted for the factory BR2032.

You have a decision to make.

if you wish to continue to use this Mac, the 32 step tear down and replacing the battery also refreshes the connections between the processor card, the graphics cards, and the power supply. it is not difficult, but is complicated. The procedure can be found with a modest web search.
