Notes not syncing without Wi-Fi?

I bought a new MacBook Air and have an iPhone 15. Unfortunately, I haven't had Wi-Fi for months, only mobile data, and now almost all of my notes in the Notes app have disappeared. The notes on my MacBook, iPhone, and iPad aren't syncing and aren't syncing with each other, even though I've enabled syncing in Settings.
