Apple Health / Wallet unable to import vaccine history from double/multiple QR codes from Health Canada

The "proof of vaccination" certificate that gets emailed out after a vaccination now contains two QR codes if your vaccination history is long enough. It mentions in the body:

"Vaccination history exceeds the storage capacity of one QR code. As such, the vaccination data has been encoded across multiple QR codes. All QR codes should be read to verify this document."

iOS doesn't seem to support double-QR codes and so gives an error when trying to add the certificate to one's Health and Wallet app. In the past the single QR code worked seamlessly but now that there's two scanning either one just results in an error.
