I'm a UK resident with UK bank cards. I'm trying to make an online purchase from a French website that blocks UK bank cards. Can Apple Pay help me get around this restriction?

True, but if purchasing from a French website, you could also just supply a French address and just use Apple Pay with a UK card to pay.
i.e the shipping or fulfillment can still be in France.
If they don't accept UK cards it's hard to believe they'd ship to the UK anyway.
How are they blocking the cards?
Do they simply not accept UK billing addresses?
Since Apple Pay does not require you input any information on the website directly, it may work for that.
