I am buying a new iPad because I need more storage and can’t do the latest updates without deleting almost everything to clear space. That aside, I’m going to wipe my current iPad and see if I get trade in value for it. Once wiped is there any chance way possible that the wiped iPad could ever relink with my iCloud account under a new owner?

Correct, the new owner would have to know both your Apple ID and password to log the iPad into your account. Properly erased, the iPad can only work as if it were a brand new item out of the box, waiting to be connected to an account.

If the iPad has been properly erased so it starts back up to the "Hello" screen, then no, it will never relink to your account unless it is done intentionally.
