iCloud is not downloading important files and marked important files as dataless

I accdientally turned on icloud for my Documents/ folder and my git repository in that Documents/ folder are totally messed up because icloud marked many important .git files as dataless and removed from the local.

I lost the work of whole week because have trusted iCloud on the backup.

I am unable to restore them as I haven't pushed those to github yet. basically using iCloud made my life miserable due to this uncontrolable thing. I have been keeping my laptop on for 2 days and iCloud cannot download that 150MB git files. I am so frustrated.

Any similar victims of iCloud messing up your work? Any Apple people can help about forcing iCloud to download?
