Not able to text/message both of my husband’s iphones?

I have always been able to imessage both my husband’s iphones (work and home)

Yesterday, I can only message one or the other (if I swap contacts around it changes)

I have tried deleting conversations, changing contacts, rebooting phones and checking who is allowed to send/receive in settings.

We share an apple ID on his home phone but not his work.
