Try checking your screen time settings, there is a setting that will gray out your Apple ID in there.
Go to System Settings -> Screen Time -> Content & Privacy Restrictions -> Accounts (for good measure make sure iTunes & App Store Purchases are allowed).
Or, if you don't want any type of restriction, you can turn it off at the top switch "Content & Privacy Restrictions".

● If an app or feature on your device is not working, not appearing, or is restricted (grayed out), a frequent reason is it may have been disabled using Screen Time, or by a technology administrator if you are using a device owned by an employer or educational institution.

Tap your Settings app > Screen Time > Content & Privacy Restrictions > scroll to Accounts > tap Allow Changes and turn on.
