Ipad is USELESS after (effectively) froced 17.7.10 update

I have a 9.7 inch ipad from 2018. Recently we tried to access Disney+ but the app would not start saying that is was not compatible with the current i0S. So then I updated the ipad the 17.7.10 which is the most recent iOS for this ipad and now ZERO of the NON APPLE apps will connect to the internet. All APPLE apps work just fine. I can access the app store fine, Safari works fine, **** even connecting to this the apple passcode was sent just fine to this very same ipad, but NO NON APPLE apps can access the internet. Needless to say I'm pretty annoyed and it's BULL$HIT that being forced to updated the iOS made the device useless.

I've tried deleting and reconnecting to the wifi. Restarting device multiple times. Restarting modem and router. Resetting device. Connecting to different wifi (phone hotspot). Turning off "Private Wi-Fi Address".

I do not have a VPN or any other virtual network, or proxy servers.

Do you have any third-party security Apps installed (e.g. Norton). Similar to VPN Apps, these can interfere with the iPad's network connection. If installed, these may need to be deleted - and a forced restart performed:

Force restart iPad - Apple Support

If the problem persists after performing the restart, it may be necessary to reset your iPad settings. While this reset will not cause any loss of data, as a precaution, it is always wise to ensure that you have a current iCloud or iTunes backup before performing the reset:

How to back up your iPhone, iPad, and iPod touch - Apple Support

When you are happy to proceed, you can perform the reset from iPad settings:

Settings > General > Transfer or Reset iPad > Reset > Reset All Settings

If the problem still doesn’t clear, the next step is to reset the iPad to factory settings:

Restore your iPhone, iPad, or iPod to factory settings - Apple Support

Otherwise, you would be best advised to seek assistance directly from Apple Support. You can contact the Support Team using the Support link at top-right or bottom-left of this page. Alternatively you can initiate and manage your support cases using the excellent Apple Support App. If not already installed on your iPad, the App can be downloaded from the App Store:

You might also visit the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to assist with troubleshooting:
