Jumpy Display with Weather Channel App on IPad Air

The Weather Channel app on my iPad causes my display to be very jumpy to the point where it is unusable. This doesn’t happen with any other apps. I have tried rebooting, reinstalling to no avail. I have googled the problem and can’t find that anyone else has this issue. I have a 5th generation iPad air.
