MacOS Shortcuts application actions are not showing

Mac mini

In Shortcuts, there are no actions showing. Actually, I only get 4

I logged into a different user. It was the same.

I force quits all Shortcut processes in Activity Monitor

They actions then showed up/

Went back to original user and did same.

No help.

I again force quits all Shortcut processes in Activity Monitor.

Then restart computer.

Same.
