Are you booting into the local Recovery Mode (Command + R) or Internet Recovery Mode (Command + Option + R)? Try the latter Internet Recovery Mode (Command + Option + R) just in case there is an issue with the files on the internal SSD that may affect local Recovery Mode.
Can you still boot macOS on the internal drive? If so, then I highly recommend creating a bootable macOS High Sierra USB installer using the instructions in the following Apple article:
Create a bootable installer for macOS - Apple Support
If you cannot boot this 2011 laptop from the internal drive, then do you have access to another working Mac model 2008 to 2018? If so, then it can be used to create a bootable macOS El Capitan or High Sierra USB installer.
- macOS High Sierra -- Late-2009 to 2018 model
- macOS El Capitan -- 2008 to 2015 model
You can use the information in the following article to confirm hardware & OS compatibility of the other Mac since the other Mac must be able to run version of macOS for the USB installer you are creating (that other Mac can currently be running any version of macOS 10.6+):
