The phenomenon of the cursor jumping either to the top or bottom of the Notes page has been around for a long time. I have not seen any resolution from Apple. I am assuming because they can't reproduce it. I have a theory. It consistently happens to me when the Notes page has a lot of text, data, etc. I am thinking this could be related to a memory problem. When I start a new Notes page, I do not have a problem. But at some point, I reach some limit and the cursor starts jumping around. The workaround that sometimes works is to hold your thumb on the notes page until it buzzes or vibrates once. After that, it allows me to keep working. But it's not a permanent fix. At some point, the cursor will start jumping again, until you start a new page. This is just my observation, not sure if others have noticed this.
