Did you try to press the Side button to disable voice control during putting in the Lock Screen code?

Can you put your iPhone in Recovery mode and restore it?

You will have to set it up as a new device, without using the backup, because the Accessibility settings are part of the backup information.
I have the same problem . My screen is now totally unresponsive …won’t accept password, can’t receive calls, so unable to get to settings as advised above . Have managed to force restart once or twice , with difficulty, but nothing changing ! Voice over working but nothing else
