Setting up an iPad for a child failing to work

Hi, We. bought an iPad gen 9 from PBTech for my daughters Christmas present. I'm trying to set it up. All goes well it asks me to do the 2 step verification. It sent me a number to my Android phone. I type it in all is well then it asks again and again and again! It then says verification failed can't send to this phone. It's the same phone I use to log into my apple account on the desk top running windows10. The verification works fine logging into the apple web site. We have no other Apple devices except a 3rd gen iPod which still works!

In order to setup a child’s Apple Account, an Apple Family Organizer is required.


The Family Organizer will therefore need their own Apple Device from which to manage the “Family.”


Not following this as-designed process limits your ability to manage your child’s online safety.


Realize that this probably isn’t what you “want to hear” … but that’s the way Apple’s tightly-integrated ecosystem is designed; to ensure that the very powerfuladult capable” Apple hardware is appropriately managed in the hands of a child.
